UAMS Takes Leading Role in Newborn Heart Screening

Jan. 20, 2012 The University of Arkansas for Medical Sciences (UAMS) has begun routine screenings for critical congenital heart defects in newborns and is leading the effort to teach other hospitals the screening method via telehealth.
At no additional cost to patients, UAMS this month began using a painless, noninvasive device that detects the first signs of the most serious heart problems. The device, called a pulse oximeter, is about the size of a Band Aid and is placed on a hand and a foot to measure blood oxygen levels.
Critical congenital heart disease affects 1.8 of 1,000 newborns each year and causes up to 10 percent of infant deaths. UAMS, which delivers about 2,500 babies a year, will see about five newborns a year affected by a critical congenital heart defect as a result of the screening.
Critical congenital heart disease occurs when a structural abnormality causes blood to flow incorrectly through the heart and lungs, leading to decreased oxygen levels in the blood. Some congenital heart diseases can be detected before birth or through physical examination after delivery, but about 30 percent of newborns with a critical congenital heart defect may leave the hospital before being diagnosed.
Using interactive video communication (telehealth) and live video streaming on the Internet, UAMS faculty and Arkansas Children’s Hospital have partnered to teach the screening protocol to the 45 other Arkansas hospitals with labor and delivery units.
“The goal of the UAMS Medical Center Congenital Heart Disease Screening Program is simple, to ensure that infants with critical congenital heart disease are detected before they are discharged from the hospital,” said Robert Morrow, M.D., a pediatric cardiologist at UAMS and senior vice president for medical affairs at Arkansas Children’s Hospital.
The decision to begin the routine screenings was based on research of how to detect congenital heart disease using pulse oximetry. In 2011, a national workgroup of experts, including Morrow, developed a screening protocol based on the latest evidence and expert opinion.
The findings and recommendations from this workgroup were published in the Journal of American Academy of Pediatrics in November 2011; Strategies for Implementing Screening for Critical Congenital Heart Disease by Dr. Alex Kemper, et al.
The American Heart Association, American Academy of Pediatrics and American College of Cardiology also support newborn pulse oximetry screening for critical congenital heart disease.
“As a leader in health care and research in Arkansas, we at UAMS have an obligation and a commitment to advocate for universal critical congenital heart disease pulse oximetry screening,” Morrow said. “The Arkansas Legislature has not yet mandated this screening for all newborns, but a group of medical advocates and experts is working to make this a reality for all newborns delivered in Arkansas.”

Over 2,500 Heart Walk participants and volunteers joined forces and walked in the North West Arkansas Heart Walk, Saturday, April 9th. The event was held at the Arvest Springdale Ball Park home the Arkansas Natural's Baseball Team. Cindy Hudlow and staff Stephanie Daniels, Shawna Still and Christina Hinds all worked hard along with volunteers to make the days activities a success. From th elast account the event had raised over $630,000 for heart and stroke research and education programs.

Participants sign up for You're The Cure Network and send message to Congress

Participants enjoyed the bright sunny day although very windy fun was had by all. Many local vendors provided goodie bags and there was a special area just for children. Many stopped by the Advocacy Booth to sign up for the You're the Cure Network and also sent a personal message to Congress to increse the National Institiute of Health's budget to $35 million for the coming year. A bright sunny day to enjoy a walk and to change lives by supporting heart and stroke reseach. Special thanks to all the volunteers who help make the event a success.

Wednesday, April 6, 2011 city employees from North Little Rock and Little Rock along with American Heart Association volunteers from around the downtown area joined together to particpate in National START Walking Day. Also joining the event was Lt Governor Mark Darr.

The event held on the Junction Bridge, which links the two cities together designed for walking and cycling, was held to celebrate and encourage people to get out and walk. Walking is the best exercise and does not cost anything or require any equipment. Walking is a key activity for leading a heart healthy lifestyle.

Over 100 people participated and were ecnouraged to walk on their lunch time and to live a healthy life style. Mayor Patrick Hays and Vice Mayor Dr. Dean Kumpuris both issued proclamations proclaiming April 6th as National START Walking Day in their respectitive cities. Lt. Governor Darr also urged Arkansans to get out and walk and to enjoy our great state and its beauty. National START Walking Day is an event to compliment the Association's START! Heart Walks, which are held around the state each year. The Walks rasise revenue to support heart and stroke research and education programs.

Trauma System is Key to Treatment of Traumatic Injury and Heart Attacks and Stroke Issues Across State

(Little Rock) — The state’s new trauma system will save hundreds of lives lost to accidents every year, and an emergency call center to respond to accidents is a key component of that system. Guided tours of the new statewide call center were the highlight of a news conference held April 5, 2011, to kick off Arkansas Public Health Week.

A coalition of national, state and local organizations are focusing on injury prevention during Arkansas’s Public Health Week this year, promoting the national theme: “Safety is NO Accident: Live Injury-Free.” According to Joseph Bates, MD, deputy director and chief science officer at the Arkansas Department of Health (ADH), “Creating a healthier Arkansas must include creating a safer Arkansas,” Bates said. “That means taking steps to protect neighbors, families and communities from harm. Injuries, unexpected events and violence affect people at home, at work, and in their communities.”

Barbara Kumpe, Government Relations Director for the American Heart Association/American Stroke Association highlights injury prevention with regards to heart disease and stroke. Living healthy can prevent injury to brain and heart. The new trauma system will assist with faster and more effective response to heart attacks and strokes across the state as well as traumatic injuries.

The trauma call center will operate 24 hours a day, 365 days a year providing support by radio to ambulances and emergency medical services statewide. When an accident, heart attack, stroke or other injury occurs, the center will coordinate communications between first responders and trauma center hospitals to provide appropriate care to patients. As a part of the state’s trauma system, a new injury prevention program has also been established to prevent accidents from happening. Mary Aitken, MD, director of the Injury Prevention Center at Arkansas Children’s Hospital, and professor of Pediatrics, University of Arkansas for Medical Sciences said that the program will help reduce the numbers of accidents in the state and the costs associated with them. “As Arkansas continues to establish its trauma system, it is important to recognize that trauma systems involve not only providing critical care once a trauma has occurred but also require primary prevention efforts,” Dr. Aitken said. “Primary prevention includes providing education to individuals and families and -MORE- empowering them with resources that have been proven to prevent injuries and reduce injury risks.” “According to our research, if Arkansas could reduce its injury death rate to the U.S. average, we would save 458 lives each year. It is estimated that for every life saved, there would be 40 individuals not requiring hospitalization, and 1,000 less emergency room visits,” said Aitken.

RED CAP Rally for Survivors

On Thursday, March 24th, survivors of heart disease and stroke joined together to celebrate life. The event was held at the Governor's Mansion in the Great Hall. Joining the some 100 heart disease and stroke survivors was Governor Mike Beebe. Beebe welcomed the survivors and spoke of the importance of heart and stroke research and the efforts of the orgnaization with regards to legislation. Beebe also acknowledge the survivors and spent time visiting with many of them.

The Survivor RED CAP Reception is a prelude to the Central Arkansas START! Heart Walk on Saturday, Arpil 16th. The walk is held in North Little Rock along Riverfront Park. The event begins at 8:00 am and is a family event for employees of over 65 compaines that will be participating in the event this year.

Survivors enjoy the beauty of the Governor's Great Hall and heart healthy menu.

Also joining the event were committee members for the Walk and Heart Walk chair Mike Brown, Executive Vice President and COO of Blue Cross Blue Shield.

Students Support National Wear Red Day

The Sugar Creek Elementary 3rd Grade class, guided by their teacher Ms. Barbara Crone studied about Heart Health during American Heart Month and completed Wear Red Day Activities with her students. According to Crone, they learned about eating healthy food, doing activities that give our bodies exercise, and avoiding unhealthy things like cigarettes and drugs. At the end of our lessons, we stood up, crossed our hearts with our arms and repeated the pledge on the poster: “I pledge to eat healthy, play healthy, and be healthy.” Every morning we eat a healthy snack and do our “morning jog” which consists of jogging in place for a few minutes.

Students Heartfelt support for National Wear Red Day

As a final activity, we wore red shirts and red caps while sitting down in the shape of a heart. One of the parents, Mrs. Tandy, took pictures of the students in their red shirts that were donated by Jem Sports Wear through Ms. Maienschein, and Outdoor Cap, a local business, gave the students each a red caps.

On Wednesday February 2, the American Heart Association kicked-off National Wear Red Day at the Arkansas State Capitol. First Lady Ginger Beebe, read a proclamation from Governor Mike Beebe proclaiming Friday, February 4th as National Wear Red Day across Arkansas. Legislative hosts for the event were Senator Mary Anne Salmon and Representative Linda Tyler.

Wonder Lowe, chair of the state advocacy committee was the MC for the event and was joined by Vicki Wingfield, GRFW Survivor Chair for 2011 and Sharon Helflin, Chair for the May event to be held in Little Rock.

Highlights of the day's activities were the Go Red for Women Survivor gallery participants and included the following surivors from across central Arkansas: Brooklyn Skelley, joined by her mother Dr. Kim Skelley, who presented Brooklyn's congenital heart defect story; and 24 year old Glynn Dugan who suffered a heart attack at 23. The other survivors included Susan Fell, Trish Roberson, Rebecca Moreno, Angela Wright, Erin Thomas, Kathy Holt, Ellie Reaves, Julie Cavenaugh and Sarah Wasson.

Supporting the days activities included International pagaent winners and volunteer Quhyn Phan. Contestants from the International Pageant community support the Go Red For Women Movenment that is designed to empower women to take control of their heart health. The Kick off on Wednesday, February 2, is a highlight of American Heart Month activities all across the state.

Arkansas Approves Funding for Automated External Defibrillators (AED) in All Public Schools

American Heart Associations volunteers, staff and legislators came to together on Tuesday, April 6th, 2010, to participate in a very special press event. The event was held to acknowledge the support of our Governor and state Legislators for the funding to place automated external defibrillators on every public school campus statewide.

Early in 2010, three Arkansas students collapsed from heart issues during separate athletic events. Fortunately two students, Chris Winston and Wes Busby, were aided with an AED and survived their cardiac event. Eerily, one of the students who attended the same high school as Antony Hobbs, III fell to the floor on the same basketball court. The AED CPR in Schools Act was named in Hobbs' honor after his death on the basketball court back in 2008. Fortunately, Chris Winston had a happier ending. A nearby AED was used to stabilize his heart and save the student’s life.

These three instances helped refocus attention on the issue, and coupled with the AHA volunteer and staff efforts — including a grassroots movement in schools that generated 10,806 coloring sheets supporting AEDs signed by kids, direct lobbying of legislature AHA champions, recruiting assistance from the Department of Health and numerous media placements — helped get the funding bill passed.

Joining the activities were the families of the two students. Along with the third grade classes of Forrest Park Elementary who participated in National Wear Red back on February 5th.

On March 1, the Arkansas Governor signed into law ACT 270, which provides $200,000 in funds to finally make the Antony Hobbs III Act a reality. Coupled with additional funds from the 2009 Session the state will have $325,000 that will be used to fund AEDs in Arkansas schools. This Legislative victory actually began in 2007, when Arkansas high school student and basketball player Antony Hobbs III collapsed with heart failure during a game and tragically died moments later. Defibrillation may have saved Antony’s life, but there was no AED on campus. Over Arkansas’ last two legislative sessions, the American Heart Association and Antony’s parents have led the way to pass the act requiring an AED on every public school campus and CPR training for school personnel. The Antony Hobbs III Act was signed into law in 2009; however, the funding for the legislation had not yet been appropriated.

Heart and Stroke Survivors Urge Congress to Capitalize on Momentum of Stimulus Bill and Increase Funding for Medical Research
March 10, 2010– A strong investment in heart disease and stroke research is a strong investment for families and the economy. American Heart Association patient advocates and researchers delivered that message to members of Congress during the association’s You’re the Cure on the Hill Fly-In on Wednesday, March 10.

Many heart disease and stroke survivors have benefited from advancements in medical research that continues to bring us closer to a cure. UAMS Chief of Staff, James Marsh, M.D. and Nicole Weitkamp and her son Karson, his brother Kannon and father Kevin from Pocahontas, Arkansas joined some 90 American Heart Association volunteers for the Lobby Day activities. Karson is a congenital heart defect survivor.

Dr. Marsh joined Nicole and Karson, and meet with Congressmen Vic Snyder and Senators Lincoln and Pryor to urge them to appropriate $35 billion for the National Institutes of Health (NIH) for FY 2011 to capitalize on the momentum achieved under the American Recovery and Reinvestment Act of 2009. The Act provided a $10 billion investment to the agency over two years.

“NIH-supported research has led to significant breakthroughs in the treatment and prevention of heart disease and stroke. Robust funding increases for the NIH budget in the appropriations bill will help us advance to the next wave of scientific discoveries. Many of these dollars comes back to our own University of Arkansas for Medical Science “, stated Barbara Kumpe, Arkansas Government Relations Director for the American Heart Association/American Stroke Association.

Currently, NIH invests only four percent of its budget on heart research and a mere one percent on stroke research. The President’s FY 2011 budget request for NIH cardiovascular research is ten percent below the FY 2010 level, including the Recovery Act funding and 12 percent below the FY 2009 level.

NIH supported research also fosters economic growth and innovation at the state and local levels and worldwide. Each NIH grant generates on average seven jobs. “Medical research has a profound impact on local communities, contributing to job growth and economic development,” said [insert name of researcher].

Governor Signs Bill to Fund Autmated External Defibrillators for Schools in Arkansas

Governor Mike Beebe signed into law HB 1174 that was the bill to fund automated external defibrillators for schools in Arkansas. The bill is now Act 270. The bill provides $200,000 dollars appropriated to the Department of Health to work to secure the defibrillators so schools can acquire them for their specific schools Districts.

Over the last two months there have been at least three incidences where students have gone down at sporting events with some form of sudden cardiac arrest. Two of the students are alive today because of these life saving devices. Unfortunalty one student did not make it. Our heart are with the students family.

We are so proud and thankful to our Governor and state law makers for making this a priority during this first fiscal session of the State General Assembly.

Arkansas Legislature Recesses

The Arkansas Legislature held it's first fiscal session, which began on February 8th. They recessed in record time and will return on March 4th to handle any vetoes or clarical errors that might have occoured.

The American Heart Association's efforts to secure funding for automated exteranl defibrillators was successful. The Joint Budget Committee approved an amendment by Representative Everett to fund the AEDs to the tune of $200,000. The bill passed both the House and Senate and will now go to the Governors desk for his signature.

Students at Ellen Smith Elementary Conway Arkansas

Students in Jeanne Ortiz's Kindergarten classroom at Ellen Smith Elementary in Conway participated in National Wear Red Day activities. Students all across the state were asked to wear RED on this National day of recognition to support heart disease and stroke awareness.

In Arkansas, students were also in support of Automated External Defibrillators for all school and trained school personnel in CPR on every campus. Over 7,000 students signed petitions and completed coloring sheets to show their support. The Americn Heart Association anticipates over 10,000 coloring sheets and petition signatures will be collected by the end of February, National American Heart Month.

Central Arkansans and Local businesses celebrate American Heart Month and National Wear Red Day

LITTLE ROCK, Ark. – February 2, 2010 – February is Nationally known as American Heart Month and on Friday, February 5, National Wear Red Day, the American Heart Association’s Go Red for Women Movement is asking Arkansas women and men to bring a voice to this silent killer by Wearing Red. One in three women suffers in silence, and almost one woman dies every minute of this largely preventable disease. The American Heart Association is encouraging everyone across the state to wear red.

The following buildings will display a Go Red For Women banner during the month: Acxiom, Arvest Bank Building (downtown), Baldwin Shell Building, Little Rock City Hall and St. Vincent Infirmary Medical Center.

One of the many companies that’s speaking up to support Go Red For Women this February is Jiffy Lube. AEDs and CPR Needed in Every School in Arkansas.

On Tuesday evening, January 19th, 2010, a high school basketball student at Parkview High School, in Little Rock, fell to the floor unconscious. School personnel quickly worked to revive the young man who did not have a pulse. The young man is alive today because of the efforts of bystanders. This happened three years to the month when another student was not so fortunate. The Antony Hobbs, III Act of 2009 was passed because Hobbs suffered sudden cardiac arrest at a Parkview high school basketball game in January of 2007 and died. But because of his death many schools have taken the initiative to place the lifesaving devices in their respective schools. Below is a letter from a school district that is making a difference and making their campus a safe place for students, faculty and visitors.

This letter is in response to a request for all schools across the state to Wear Red on Friday, February 5th in support of the American Heart Association's National Wear Red Day. this years message is to support restoring funding for the AEDs and CPR training for all schools.

During the 2009 Session a law was passed that requires AED placement and CPR training on every public school campus in Arkansas. When the 56 cent tobacco tax was approved a portion of those funds were to be used to fund the placement and training efforts. But due to state budget cuts the funding for the AEDs and CPR was cut.

This years Wear Red events in Arkansas will focus on the issue that every school across the state needs and by law are required to have on campus automated external defibrillator and CPR trained school personnel.

Dear Ms. Kumpe:
I am in receipt of your letter dated January 8 and wanted to let you know that the Siloam
Springs School District has purchased 15 AEDs two years ago and paid for them ourselves out of local money; and we train our coaches, PE teachers, and other staff members in CPR and in use of the AEDs. We also train all of our students in CPR through our tenth grade Health classes so all students taking Health class receive this very valuable training.

We are in full support of your important initiative. My point is we are doing more than requesting funding we believe in a healthy lifestyle and we believe in the value of the AEDs and CPR training. We use emergency responders to help train students. We also have RNs in all of our individual school buildings.

I just wanted you to know that if we don't color or sign petitions it is because we are actively engaged in walking our talk toward a healthy life style.

I thank you for your passion and dedication in promoting elimination of heart disease and stroke. Your efforts are to be admired. Thank you for caring and sharing this initiative with all the schools in Arkansas.

Little Rock School District Places Automated External Defibrillators

Protection is the Key to one of the states largest school districts. The Little Rock School District recently placed 78 automated external defibrillators, or AEDs, and completed training in basic CPR for key faculty.

Senator Tracy Steele, (pictured to the left)lead sponsor of the Antony Hobbs III Act joined members of the Little Rock school district and many community leaders at a press event announcing the placement of the AEDs Monday, January 11, 2010. The new law was approved during the 2009 Legislative session. Also joining the Senator was Mr. and Mrs. Antony Hobbs, Sr., the parents of the young student that died tragically at a Park View High School Basketball game in January 2008.

This new law requires all schools districts to have on campus a defibrillator and trained school personnel in the use of the device. The Little Rock School district joins many other districts across the state with implementation of the new law. The determination of how many units a Little Rock school received was based on the physical size of the building and the school’s population. The units are strategically placed in buildings to allow a three to five minute response time. For example, Central High School, the largest school in the district, will get five AEDs, while most elementary schools will get one unit each.

Over 275 LRSD staff members have been trained in the use and care of the AEDs. Nurses, security guards, coaches and P.E. teachers began training in December. The law requires compliance by all school districts statewide by May 2011.

More Evidence on Smoking in the Workplace.

A recent poll released on November 16th, 2009 reported that the majority of smokers worldwide support smoking bans in the workplace. The survey was conducted by RTI International and Harris Interactive.

They surveyed some 3,500 employees who smoke and more than 1,400 employers, in 14 counties. They ask about workplace smoking and smoking cessation. The study shows nearly three fouths of smoking employees and nearly 90 percent of employers express that the workplace should be smoke-free.

The survey, sponsored by Pfizer, found employees thought that they spend an average of one hour a day smoking at work and 70 percent did not think it had a negative financial impact on their work place. But about half of the employers stated they did believe that smoking had a negative financial impact on their company.

Anthony Flecther, M.D, Honored for Work on Arkansas Tobacco Settlement Commission

Dr. Anthony Fletcher, a local cardiologist, Past President of the American Heart Association South Central Affiliate Board of Directors, and Past Chair of the Central Arkansas Board for the Association was honored on Wednesday, October 28th. Fletcher was honored for his service as a founding member of the Arkansas State Tobacco Commission and has served for the past eight years. The Commission was formed when the state began receiving dollars from the Master Tobacco Settlement lawsuit.

Also honored were General Bill Lefler, D.D.S. who served as the Chair of the Commission and Dr. Omar Atiq of the Cancer Institute. All three were honored at the luncheon held at Trapnell Hall in Little Rock. Each were founding members of the Commission that has the task of oversite for the seven components of the state programs set forth in Initiated Act 1 0f 2000.

Little Rock Prepares for “Fight of Our Life” Against Stroke Tour

The “Fight of Our Life Health Tour” is a seven-city concert tour that will land in Little Rock on Sunday, October 25 at the North Shore River Walk during Central Arkansas’ Cityfest with Luis Palau. In each tour city, the American Heart Association held auditions for local Gospel artists or groups to either perform with Franklin or be his opening act. Local gospel group “True Praise” was chosen to perform with Franklin. Also scheduled to appear at CityFest are gospel artists: Truby, Anthony Evans, Craig Morgan, Toby Mac, Living Sacrifice, Bread of Stone, Seventh Day Slumber, Newsboys and Cayerio.

Cityfest will also feature world-class skateboarders, BMX team riders, X-Games freestyle motocross demos, even surf shows and a Family fun Zone for youth. Stroke is the third-leading cause of death and a leading cause of long-term disability among African-Americans. The African- American population has almost twice the risk of suffering first-ever strokes as compared to Whites, and African-Americans ages 35-54 have four times the relative risk of stroke.

To increase awareness and educate the African-American community about their risk, Grammy award-winning Gospel artist Kirk Franklin has teamed up with The American Heart Association’s Power to End Stroke Movement to launch the “Fight of Our Life Health Tour.” The theme is taken from Franklin’s 2007 album “The Fight of My Life” and uses the hit single “Declaration” as the underlying message of the campaign.

Please take a look at this story about a recent study on smoke-free air laws. We have known for sometime that smoke-free laws reduce exposure to secondhand smoke. But now from this recent study we know reduced exposure to secondhand smoke will reduce heart disease, stroke, and lung cancer over the long term. However, more and more studies are showing that communities that pass smoke-free laws are seeing an immediate and significant reduction in heart attacks after the laws go into effect.

Arkansas Celebrate Third Anniversary of Smoke-Free Air!

On July 21st volunteers from across the state came together to celebrate the third anniversary of the state’s Clean Indoor Air Law. The law was passed in a special session of the Arkansas Legislature and signed into law by then Governor Mike Huckabee in April of 2006.

The law requires all public places to be smoke free. Juniata’s, a local Mexican restaurant in downtown Little Rock hosted the event and according to the manager they have and continue to enjoy a smoke free venue for the employees and customers. The restaurant and bar are a local music venue and from all indications going smoke free has been a good thing for performers, customers and employees.

Obesity remains No. 1 health problem for kids in 2009

Childhood obesity outranks all other health problems as the No. 1 health concern for children in the United States, topping drug abuse, smoking and bullying, according to a report by the University of Michigan C.S. Mott Children’s Hospital National Poll on Children’s Health.This is the first survey year in which obesity tops the list for Hispanics, blacks and whites. In the 2008 survey, childhood obesity was ranked 6th by Hispanics and 3rd by blacks as the biggest child health problem.

Alliance Recognized by CDC

Speaking of the Alliance, the Centers for Disease Control and Prevention has recognized the Alliance for a Healthier Generation with its “Pioneering Innovation Award” for advancing policies and environmental strategies to prevent and control obesity.

The award was presented July 29 at the CDC’s “Weight of the Nation” Conference in Washington, D.C.

The Alliance was founded in 2005 by the American Heart Association and the William J. Clinton Foundation to reduce childhood obesity by 2015 and empower children to make healthy lifestyle choices. The Alliance works to positively affect places that can make a difference in a child's health: homes, schools, restaurants, doctor's offices and communities.

Little Rock Parks Go Smoke Free

For the past twenty months or better, the Coalition for A Tobacco Free Arkansas along with American Heart Association worked with the City of Little Rock on a smoke-free parks law. Hooray!! On October 1, 2009 things will change---October 1st is the date Little Rock’s smoke-free/tobacco free policy goes into effect. The entire public, many who suffer from heart and other chronic diseases will now be able to enjoy the great outdoors without concern of secondhand smoke exposure that can trigger a heart attack.

On July 15, 2009, City Manager, Bruce Moore took a giant pro-health step as he approved the proposed departmental smoke-free/tobacco free parks policy for all Little Rock parks. The tobacco-free policy approved by Mr. Moore came via a recommendation from the Park Commission and will reduce exposure of our youth to tobacco products.

El Dorado Clean Indoor Air Ordinance Tabled

In other smoke-free news, volunteers in El Dorado packed the City Council Meeting on July 23 only to be disappointed. The City Council and the lead sponsor chose to “table” the ordinance that would have strengthened the Clean Indoor Act of 2006 for city bars and restaurants. This means the proposal was not voted on or debated.

Both sides were disappointed that the council did not act on the requirement that would have made all bars and restaurants smoke free in the city limits of El Dorado.

The current state law allows bars and restaurants to allow smoking if they do not at any time allow anyone under the age of 21 in the facility. El Dorado was the first city in the state to move forward with strengthening the state law but the issue will have to wait for another day.

Volunteers Visit with Senator Lincoln on Healthcare Reform

Volunteers Amber and Diana Boulton and Wonder Lowe visited with Senator Blanche Lincoln on Wednesday, August 12th. The visit was conducted during the August Congressional Recess. They were delivering the American Heart Association's message on health care reform which includes the following priorities:

With the health care reform debate sweeping the country, many politicians are turning to Town Hall style meetings to answer questions and get feedback from their constituents. This is a great opportunity to voice your concerns on the current state of health care and how it can be improved.

We encourage You’re the Cure advocates to participate in these Town Hall meetings and share how health care reform can improve outcomes for heart and stroke patients. Here are some tips when participating in a Town Hall:

Tell Your Story

First and foremost, you should share your personal story.

• Has a preexisting heart condition or stroke made it difficult or impossible for you
or a loved one to get health insurance?
• Have you struggled to afford health insurance for yourself or your family?
• Have you reached the maximum for your insurance coverage and now struggle to
pay the bills out-of-pocket?
• Do you struggle with complicated insurance forms and processes that make it
difficult to get the care you need?
• Have you been denied treatment that your doctor says is needed?
• Is the cost of necessary medications forcing you to make other sacrifices?
• Do you have difficulty seeing the healthcare provider or specialist you need to
see?
• If you are a healthcare provider, have you witnessed your patients going without
needed care and suffering poorer outcomes because they don’t have health
insurance coverage?

Your story will help illustrate for lawmakers the urgency of our request and the need to do something now to reform our ailing healthcare system.

In addition to you personal story, you should ask how the Representative/Senator will
address your struggles with the healthcare system.

• What will you do to make sure people can afford the healthcare they need?
• How will you ensure that all Americans have access to the best care possible?

Speaking specifically, community advocate, Joe Arnold is to be commended for his relentless efforts to gain a smoke-free park policy for those who suffer from severe respiratory problems whereby they are prevented from enjoying the many activities offered in Little Rock Parks. But on October 1, 2009 things will change---October 1st is the date Little Rock’s smoke-free/tobacco free policy goes into effect. The entire public, many who suffer from heart and other chronic diseases will now be able to enjoy the great outdoors without concern of secondhand smoke exposure that can trigger a heart attack.

Arkansas volunteers for the American Heart Association from all across the state conducted Legislative Thank You Tours to several state legislators. The tour was designed to thank decision makers on passing legislation that will have a life saving impact for years to come.

The targeted legislators were Senator Tracy Steele and Representative Gregg Reep who were lead sponsors of the tobacco tax increase bill that passed during the 87th General Assembly. Additional tour visits will be conducted throughout the summer.

The major piece of legislation was the 56 tobacco tax increase. With this bill the state will fund a statewide trauma system, Community Health Centers, provide funding for a statewide stroke registry, funding for automated external defibrillators for school across the state and many other health care needs.

All of those programs will address heart disease and stroke and reduce the death and burden caused by cardiovascular diseases.

The other legislation critical to heart and stroke was the passage of the AED/CPR Antony Hobbs, III Act, which requires all public schools to have on campus an automated external defibrillator and school personnel trained in CPR. Senator Steele was the lead sponsor of this bill as well.

Congress Moves Closer to Increasing Funding for NIH research.

In a July a Congressional subcommittee approves a 3.1% increase in research for the National Institute of Health. In a statement AHA President Clyde Yancy, M.D. commended the committee for their work:

“This increase, during these tough economic times, demonstrates a renewed national commitment to sustained and predictable funding growth for biomedical research. We urge the committee to maintain stable funding for 2011 when the temporary resources from the American Recovery and Reinvestment Act expire,” Yancy said

The What Moves U Challenge – a joint program of the American Heart Association and National Football League – has been honored with a National Health Information Award. The awards recognize the nation’s best consumer health information programs and materials.

The What Moves U Challenge received a Silver Award in the “Total Health Information Program” category. It was chosen from more than 1,000 entries judged by a national panel of health information experts.

The awards program is coordinated by the Health Information Resource Center, a national clearinghouse for consumer health information programs and materials.

Adult obesity rose in 23 states last year

Adult obesity rates increased in 23 states last year, and didn’t decline in any, according to a new report by the Trust for America’s Health and the Robert Wood Johnson Foundation.

According to the report:

· Mississippi had the highest obesity rate, 32.5 percent, for the fifth year in a row
· Oklahoma ranks 6th most obese at 29.5% for adults.
· The childhood obesity rate is also at 29.5% but that ranks 33 among all states.

According to the report, “F as in Fat: How Obesity Policies Are Failing in America 2009,” obesity-related costs to Medicare and Medicaid are likely to grow significantly as the Baby Boomer generation ages, because of the large number of people in this population, the high rate of obesity and obesity’s negative health impact.

Volunteers from the American Heart Association dropped by State Senators Tracy Steele’s office on a Thank You Tour, June 25th. The Tour implemented by volunteer and Central Arkansas Board members Wonder Lowe, Kristi Pennebaker and her two young daughters Laine and Paige, and Valarie Wade was designed to thank state decision makers for their work on behalf of the citizens of Arkansas with regards to heart disease and stroke healthcare.

Senator Tracy Steele was the lead sponsor on the state tobacco tax increase. The revenue from the 56 cent increase is designated to fund a statewide trauma system, community health centers and numerous other healthcare initiatives set forth in Governor Beebe’s healthcare plan for the state. Included in the money is some $300,000 for a statewide stroke registry that will help determine the states needs with regards to stroke treatment and emergency response. Steele was also the lead sponsor on a bill to require all public schools in the state to have on campus an automated external defibrillator ( AED) and school personnel trained in CPR by May 2011.

The Antony Hobbs, III AED CPR Act of 2009, was named in honor of a young basketball player Antony Hobbs, III who died during a Parkview High School Basketball game in January of 2008 due of sudden cardiac arrest. Steele also secured $1 million dollars to help fund the placement and training and the revenue will be generated from the 56 cent tobacco tax..

Steele continues to move heart and stroke legislation through the process to make Arkansas a healthier place to live and work. In the past Steele was the lead sponsor on a bill to address stroke the state’s third leading cause of death and worked to pass the state Clean Indoor air bill that make all public places including restaurants smoke free.

The tour will include state and federal legislators in Little Rock, North Little Rock, Benton, Bryant, Conway and Newport between now and July 15th . Watch for other Tour events on this blog spot. Years in the Making "FDA to Govern Tobacco" Watch Bill signing Today June 22, 2009

In an historic moment for public health and tobacco control, President Obama at 2 pm today will sign into law the Family Smoking Prevention and Tobacco Control Act, the bill to give the FDA regulatory authority over tobacco products. Arkansas In Top Ten in CPR Training Week

Arkansas ranks number ten in people trained as of Tuesday, June 9th for National CPR & AED Awarness Week. 5740 individuals across Arkansas were trained in CPR. Volunteers in Community Emergency Cardiac Care Training Centers all across Arkansas participated in this national project. The Association's goal was to train 1 million people in CPR. Numbers are still coming in so the tally is not complete.

National CPR AED Awareness Week June 1-7, 2009

On June 1, 2009 the American Heart Association will kick off National CPR AED Awareness Week that will run until June 7th. Our goal is to train 1 million people nationwide. Training Centers all across Arkansas are participating some by providing extra classes and some providing free class.

Go Red for Women Event in Conway Supports Heart and Stroke Issues

Ladies Conway participated in the American Heart Associaitons Go Red for Women luncheon on Tuesday, May 12 in support of women’s heart and stroke health issues. Over 250 women participated in the event along with state's First Lady Ginger Beebe.

Everyone one was asked to send a special message to Senator Blanche Lincoln for her support and co-sponsorship of the federal legislation the HEART for Women Act. The bill will provide screenings for heart and stroke risk factors for women of all ages. Participants also sent thank you messages with regards to Lincoln’s co-sponsorship of the bill that will the Food and Drug Administration to have regulatory authority over tobacco.

National Lobby Day Heartwarming Story

Here is an incredible and heart warming story from the Arkansas Delegation for National Lobby Day April 21, 2009. Mrs. International, Laine Berry, world title holder took time out of her busy schedule to lobby the Arkansas Congressional Delegation. But during her day's activities she had many people that stopped her and enjoyed having their picture taken. You will want to see and hear the story of one young admirer of Mrs. International. Here is his story told by his father.

My son & I was recently in Washington DC. We stayed at the Hyatt on the Hill. Your conference was going on at the same time we were there. During our visit Mrs International came into the lobby. My son being a teenager noticed her immediately of course. As she walked through the lobby she took time out for a couple of photos. One of those photos was with my son Randall (19). While I qreatly appreciate Mrs International's graciousness for my son's photo opportunity I found it ironic that he was one of the ones she took her photo with..... After all she could not know anything at all about his story..... You see he could have been there with your group.... He is also a survivor.... At 2 days old he underwent his first open heart surgery. At 2 years old major reconstructive surgery.... Then at 16 after cardiac arrest he had a partial transplant and he now has a pace maker / defiblilator. There was no way she could have known that the young man she was standing by was anything more than a bystander. I wish to thank her for her kindness and generosity to my son. I have no way of knowing how to contact her other than to hope you will pass this information on from a father who has watched his son go through hell and then to see him light up like he did with a simple picture.

Go Red for Women Attendees Support Heart For Women Act

Participants at the Little Rock Go Red For Women Luncheon were asked to support a federal piece of legislation, the HEART for Women Act. Laine Berry, Mrs. International, Arkansas' own Global Beauty Pageant Winner and a native of Conway, ask participants to send a message to their Federal Congressional members in support of the bill. Berry is the states Advocacy Committee Chair and a strong advocate for heart and stroke issues. She has traveled across the United States and spoken at numerous events in support of heart health. Her platform is heart and stroke issues.

Arkansas Session Ends after 88 Days

The Arkansas 87th General Assembly ended on Thursday, April 9 after 88 days. Legislators will return in May to complete any unfinished business and then Sine Die. All in all the session was very positive in many different aspects.

The major accomplishment for heart disease and stroke was the 56 cent tobacco tax increase on all tobacco products that funds the Governor’s Health Initiative, which includes the following:
· A statewide trauma network
· Funding for Acute Stroke Registry
· Funding for Automated External Defibrillators and CPR training for schools
· Funding for Community Health Centers of Arkansas
There are numerous other programs that will receive funding under the Governor's Health Initiative the price tag will be some $85 million.

Other tobacco related bills that passed and signed into law this session are: smoke free college campus’, tax credit for cigarette receptacles pending funding available, fire safe cigarettes, tobacco control issues with regards to border sales and tax prices, confiscating tobacco products and possession of tobacco by youth.

A bill that requires all public schools to have an automated external defibrillator on campus and CPR trained school personnel was signed into law by Governor Beebe. This bill named in honor of a young high school basketball player that died of sudden cardiac arrest at a basketball game in January of 2008 was named the Antony Hobbs, III Act. The bill sponsored by Senator Tracy Steele has funding of $1 million dollars from the state increased tobacco tax and is to be implemented by May 2011. Another bill by Senator Kim Hendren provided an additional $125,000 for AEDs and was part of a general improvement bill that passed during the session. See previous story on this Blog.

Several additional bills covered funding for tobacco control programs within the Department of Health, Tobacco Control Board, Tobacco Settlement Commission and Minority Health Commission. Some bills passed included issue like outlawing novelty lighters, training for Emergency Medical Services personnel, Health disparities and two Resolutions with regards to National Wear Red Day.

According to Laine Berry State Advocacy Committee Chair, “This has been one of the most positive and successful sessions for heart and stroke issues that we have had in recent years.”

NW Arkansas Walkers Registers As You're The Cure Members

NW Arkansas volunteers challenged by snow, wind and rain still put on a great Heart Walk on Saturday, March 28th. The event scheduled for Pinnacle Hills Promenade had to relocate at the final hour on Friday. The event moved to the Hyper Building on the U of A campus but from the set up and enthusiam of all the walkers and volunteers a little bit of snow and sleet was not going to dampen their efforts.

The Walk was a great event, our congratulations go out to new staff member Stephanie Daniels and others members of the NW Arkansas office under the direction of Cindy Hudlow. At last count they had raised over $415,000. WOW Great Job.

Volunteers at the Walk joined the Association You're The Cure network and sent messages of thanks to state lawmakers for their support on the AED CPR bill that recently passed. The bill named in honor of a high school student in Little Rock who died on the Basketball court in January of 2008 is now the Antony Hobbs, III Act of 2009.

Fire Safe Cigarette Bill Goes to Arkansas Governor

Fire Safe Cigarette Bill Sent to Governor

Arkansas will be come the 40th state to pass legislation to require all cigarettes sold in Arkansas be fire safe cigarettes (reduced ignition propensity). What does this mean - it will requires the cigarettes be made of special paper that will extinguish itself if not puff in a certain length of time.

The bill, by Representative Steve Harrelson, passed both the House and Senate and now is in the Governors office for his approval.

HB1402 - Cigarette Fire Safety Act Creates the Arkansas cigarette fire safety standard act; concerning the reduced ignition propensity standards for cigarettes sold in the state of Arkansas; creates the cigarette fire safety standard fund.

This is one more positive step in tobacco control for the state of Arkansas.

AED CPR Bill signed by Governor Mike Beebe

The AED CPR bill SB312 the Antony Hobbs, III Act was signed into law on Thursday, March 19th at 10:00 a.m by Governor Mike Beebe. Joining the bill sponosrs and volunteers from the American Heart Association were Hobbs parents Mr. and Mrs. Antony Hobbs. Antony died of sudden cardiac arrest on January 2, 2008 at a Parkview High School Basketball game.

With the passage of this bill all school campus' across the state will have an automated external defibrillator and trained school personnel in basic CPR. Impelemntation should begin immediately and is scheduled for completion by May 2011.

The Arkansas House Education Committee passed the AED/CPR in schools bill! It will now go to the full House for a vote. If you are unfamiliar with this bill it will put an Automated External Defibrillator (AED) on every school campus in the state.

AEDs are the life saving devices that can shock a heart back to its normal rhythm after is goes into cardiac arrest. The bill will also provide training for school staff to be trained in CPR. AEDs and CPR are the best way to save a life when a sudden cardiac event occurs.

All children should be protected while at school and this law will help ensure their safety throughout the school day and at athletic events and practices.

We have seen success on some of our priority issues like the 56 cent tobacco tax increase that will reduce smoking and save millions of dollars in health costs. But we still have work to do if we want to accomplish all of our goals.

Tobacco Tax Increase
What it Does: It will increase the tobacco tax by 56 cents, reduce smoking in the state, and fund key health programs like the two issues below.

AED/CPR in School Bill

This is a great step for public health in Arkansas as increasing tobacco taxes have proven to reduce tobacco consumption and raise funds for other health related projects. Tobacco use is the leading cause of preventable death and disability in Arkansas. In addition, we spend $812 million per year in tobacco-related health care costs.

HB1204 PASSES! Tobacco Tax Increased in Arkansas

Today the Arkansas Advocacy Committee, the Step Up Coalition, and the
volunteers for the You're the Cure movement celebrate victory in
Arkansas. The members of the Arkansas Senate passed HB1204, which
raises the tobacco excise tax by 56 cents, by a vote of 28 to 7. On
February 4th the House passed the bill by a vote of 75-24. Now, the
Bill will be signed by Governor Mike Beebe, and will raise almost 86
million for the state of Arkansas. These funds will provide a state
wide trauma system for the state, funding for AED's in our public
schools, CPR training for public school staff, as well as numerous
other public health initiatives.
We on the Advocacy committee cannot thank the volunteers who came
together at press conferences, media events, on news programs and in
email and phone call campaigns. Your efforts prompted our law makers to
take action that will reduce the smoking rates among our youth, and save
countless lives in the state.
We have added some quick video clips which show the House Rules
Committee preparing to debate/vote on the measure, and an event
organized to garner public support for automated external defibrillators
and CPR training in public schools. Greg Brown of the Baptist Training
Center arranged this event and we collected over 100 signature in about
and hour and a half.

The American Heart Association/American Stroke Association in Arkansas has set it's legislative agenda for the 2009 Session. Key issues will reach across the state and save lives if they are addressed and approved by Legislators in the 87th General Assembly, which begins in January of 2009.

Arkansas 2009 State Public Policy Priorities

Heart Disease and Stroke Prevention

Public funding for prevention is important to complements the benefits of research provided at the federal level and proven public health intervention into practice. Advocacy efforts will focus on continued support for Arkansas Cardiovascular Health Program, as well as other public health programs and activities aimed at reducing risk factors for cardiovascular disease and stroke.

Support programs including Emergency Cardiac Care for CPR in schools and funding for automated external defibrillators, Search Your Heart, Power to End Stroke and Community awareness by distributing AHA materials across state. Media ads for Public awareness on stroke and heart disease warning signs and symptoms.

Health Disparities (including Women & Cardiovascular Disease)

The AHA will work to reduce healthcare disparities in heart disease, stroke and associated risk. Activities will be aimed at increasing awareness, and improving quality and access to care to reduce disparities among women and minority populations.

Wear Red Day & Go Red for Women Movement

Obesity Prevention

Obesity is a major modifiable risk factor for cardiovascular diseases. Advocacy efforts will focus on ensuring Arkansas continues to work for mandated physical and health education laws that met the National standards. We will continue to work through the Child Health Advisory Committee to provide positive recommendations that will move the state forward in physical activity and education. We will continue to educate lawmakers on the importance of mandated statewide curriculum for health and physical education, as well as lay the ground work for potential funding.

The Association will continue serve on the Child Advisory Committee and work to increase physical education and activity for all school children.

Tobacco Control

Reduced tobacco use - particularly among children and youth - and reduced exposure to secondhand smoke are important elements in lowering the incidence of cardiovascular diseases. The Association supports efforts to fund educational programs and to strengthen Arkansas’ Clean Indoor Air law (Act 8). The AHA will also monitor the states Master Settlement Agreement set forth in Initiated Act 1 of 2001. The Association will begin exploratory efforts to increase taxes on all tobacco products.

Increase state’s tobacco tax and address other tobacco related issues i.e internet sale, smokeless tobacco products like Snus and reducing the burden of tobacco across the state. Also work to reduce exemption with regards to secondhand smoke.

Quality & Availability of Care

Recent statistics show that 44 million of Americans are without healthcare and an additional 36 million with insurance lack access to physicians or other healthcare providers. The Association will oppose any cuts to Medicaid programs, as well as look for ways to provide access to healthcare for all. The Association will work to secure funding for automated external defibrillators for all school across are allow quality of care in our schools with relationship to emergency “sudden cardiac arrest”.

Support statewide trauma system – when healthcare professional are in place for traumatic injuries they will also expedite the immediate care for heart attack and stroke patients. See attachment on Stroke in Arkansas.

Stroke

Access to quality stroke care, including prevention, treatment and rehabilitation services, is a priority of the American Heart Association and its division the American Stroke Association. Advocacy activities will be aimed at promoting the development and implementation of the essential elements of stroke systems of care. The Association will work with entities in Arkansas to support a statewide trauma system. Additionally we will support efforts to secure funds for a stroke registry and will join forces with the University for Medical Science in telemedicine for the state.

Initiated the Acute Stroke Task Force, which is working to secure funding for Stroke Registry to address stroke in Arkansas. Encourage more stroke centers in hospitals across the state. Arkansas has only two designated stroke centers. Telemedicine in now on the horizon and needs support from the state to address the ravages of stroke.

Arkansas is now third in the nation in deaths by stroke. There are some 63,000 Arkansans who have survived a stroke. Stroke is the leading cause of disability in Arkansas and will take the lives of some 2,000 Arkansans this year alone.

CPR Across Arkansas Trains 200

On Saturday, May 31, some 200 central Arkansas residents participated in CPR Across Arkansas, learning lifesaving bystander cardiopulmonary resuscitation (CPR). The event was held at War Memorial Stadium and training was conducted on the field, utilizing the Jumbotron.

The training was part of the City Goes Red Initiative, a partnership between Arkansas Heart Hospital and the American Heart Association. Over 40 CPR instructors gave of their time and energy to conduct the training free of charge.

Health screenings were provided and each participating family received a free Family and Friends CPR Anytime Kit. Compression-to-ventilation ratio and administering CPR after each shock with an Automated External Defibrillator (AED) are some of the new rules being taught by the American Heart Association. of The Family Smoking Prevention and Tobacco Control Act

The U.S. House of Representatives’ historic vote is a testament to how far our nation has come in understanding the deadly impact of tobacco. However, you don't start celebrating when the ball is on the ten-yard line. This will all be for nothing if we don’t score a touchdown with a win in the Senate. Each day, more than one-thousand children smoke their first cigarette. We must act now to protect those children and reduce their risk for smoking-related illnesses such as heart disease and stroke.

The industry has failed miserably in the area of moral responsibility with deceptive marketing practices to addict young and old without any concern for our nation’s public health. Senate leadership should keep this in mind and move quickly to approve the bill before Congress adjourns.

The American Heart Association commends the House for its courageous vote and Representatives Henry Waxman and Tom Davis, Chairmen John Dingell and Frank Pallone, Speaker Nancy Pelosi and Majority Leader Steny Hoyer for their leadership on this issue. With smoking-related cardiovascular disease claiming the lives of 150,000 Americans each year, we cannot overstress the need for tobacco regulation. We urge the Senate to follow the House in passing this important legislation.
